Google Page Rank (PR) is simply a representation by Google search engine as a specific value for webpage, with PR 10 being the highest while PR 0 the lowest.

Most webmasters confused PR as equivalent to Search Engine Optimization (SEO), which is not an accurate idea. The main factor of getting a good PR is to get back links to the webpage, both in terms of quality and quantity.

It happens that back links play a major factor in SEO, so a good PR does contribute to a good Search Engine Result Position (SERP), but not definite.

SEO is more than just PR; I have web pages that have PR0 and doing better than PR5 pages in SERP.

Note that Page Rank is not something of direct proportion. Getting from PR0 to PR4 is quite easy, but get much tougher from then on. In fact PR10 can be a million times tougher than to get a PR4, there are probably less than 10 websites in the world that manage a PR10 at the moment.
